that is a big question. What language do you want to work with. are you looking for a ready built solution or a base that you can customize?

which allows a person to evaluate different open-source content management systems (of which phpnuke is one). In the left column, several inches from the top, click on "Portals (CMS)". There you will see a list of many open-source CMS solutions. For each, there is a number of reviews from users. Every CMS has its fans and detractors (critics). You'll find there is no perfect open-source CMS solution, therefore, but the reviews might help steer you toward the ideal one for you.
