I'm looking for some dialog on whether a church should have a full-time staff webmaster or whether that should be contracted out. Also, for those churches that do have full-time webmasters, can I get a range of salaries? It would be helpful to know weekend attendance, annual budget, and a range for your webmaster salary (say 25-50K, 50-75K, over 75K).

sells a report for $19.95 that provides the kind of data you're after, at least for church staff jobs in general. That is, I can't say if the report lists salaries for webmasters specifically.
Also, churchstaffing.com allows users to search their database for salary information,

although there's no specific category for "webmaster."
One thing that confuses the issue is that in many churches, it appears to me, the website is managed by the Communications Director/Department or the Information Technology Director/Department. But I suppose you know that already.
My impression, after researching many church websites (for other reasons), is that full-time church webmasters are rather rare. Most church webmasters are volunteer (no surprise), or, as indicated above, may be salaried but work in a Communications or I.T. department. Again, you probably already know this.
At one point, I had a Job Bank page on my website. I had visions of it being the premier online Job Bank for church webmasters. Unfortunately, as I quickly discovered, churches rarely advertise for webmasters: I think I've seen three ads for a full-time webmaster in the year since I launched Great Church Websites. So I took the page down.
I've seen many more ads for Communications Director (the job description for which included website design or overseeing the website) on churchstaffing.com, than ads for webmasters. I've applied for some of these jobs myself, so far with no luck. (I hold a master's degree in photojournalism, so it would seem an ideal position for me.)
Regarding your request for salary information from forum members, most of whom are webmasters, you may want to give them permission to email you directly with this information. It's possible they'll feel more comfortable doing that than sharing such information publicly.
I myself would be interested in knowing what churches pay full-time church webmasters, so I'm glad you asked the question. Perhaps if members do share with you offline their salaries, you could later post a summary of what you learned.
